Astoria: The Conversion Problem
Astoria's most common violation pattern mirrors Queens as a whole: illegal conversions. Single-family homes converted to two- or three-family use without permits, basement apartments created without proper egress and ventilation, and attic conversions with inadequate ceiling heights are pervasive — particularly in the neighborhoods south of Ditmars Boulevard and east of 31st Street.
- DOB work without permit: The most frequent violation. Renovations that add kitchens, bathrooms, or modify the building's layout require DOB permits. Many conversions were done informally and only surface during property sales, refinances, or 311 complaints.

- Construction-phase DOB violations: The pace of development in LIC means DOB inspectors are active throughout the construction phase. Violations for plan deviations, construction site safety deficiencies, and permit scope exceedances are common during the build-out.
- Post-occupancy building system failures: New construction isn't immune to HPD violations. HVAC systems, plumbing, and building envelope issues can generate tenant complaints and HPD inspections within the first few years of occupancy.
